Documents, snapshots, and files are hashed into a sealed manifest at submission. Any later change to any file is detectable by anyone.

Every review produces a decision with an explicit scope, policy version, validity period, and a lifecycle — expiry, revocation, supersession — with history preserved.
Publicly Anchored Verification
Decision hashes are batched into a Merkle tree and timestamped via OpenTimestamps. Each verification page carries an inclusion proof checkable in the browser.
